Update generated Next.js types for Next 16.4

Next 16.4 (locked since the security-baseline commit a7a1595) writes an
import of .next/types/root-params.d.ts into next-env.d.ts on every dev
and build run. Commit the regenerated file so builds leave the working
tree clean.
